What does it mean to unlock a phone?

Mobile service providers (AT&T for example) lock their cellphones in which they sell so that it can only be used with their SIM cards. As a result, you as a customer will only be able to use their phones with their service. When you go overseas you will need to pay roaming charges and when you switch to another carrier you will need to purchase a new phone. Will unlocking damage my phone?
